Are write actions mandatory?

No. NaoShift Core runs read-only as long as no capability is open. You enable writes target by target, with a dedicated hypervisor account whose rights you set.

Can VMware be managed during a migration to Proxmox or XCP-ng?

That is the central use case: both platforms coexist in the same console, with the same rights and the same log, for the whole duration of the transformation. Transformation scenarios cost the target on the real estate.
